What’s Surprising

Japan’s economy is about a fifth the size of China’s. At the IMF, Japan has more votes: 309,657 against China’s 306,281. China produces 16.5% of world output and casts 6.08% of the vote.

The number that decides things is 85%. Changing quotas, allocating reserve assets, amending the Fund’s charter — each needs 85% of the total vote. The United States holds 16.49%. It is the only member that can stop any of them on its own.

The five original BRICS — Brazil, Russia, India, China, South Africa — hold 14.15% between them. That is less than the United States alone. Their leaders met in New Delhi on Saturday and asked for the 2023 quota increase to take effect “with no further delay.”

What’s Not Surprising

Votes follow money, and the money was counted a long time ago. Germany, France, the UK and Italy hold 16.4% between them on 12.7% of world output. The EU’s 27 members together hold 25.5% — more than the United States.

Every member also gets 1,452 votes for free, then one more for each SDR 100,000 of quota. For Tuvalu the free votes are 1,452 of 1,477. For the United States they are 1,452 of 831,394.

The Fund approved a 50% quota increase in December 2023 — SDR 238.6 billion, about $320 billion. It was equiproportional: every quota up by half, every share unchanged. The money grows. The table does not.
